Our Mission
By providing rental housing at prices that employees and businesses in Cook County can afford, The Heights helps enable the County, City and businesses to attract and retain a diverse and viable labor force. Access to housing at a broad range of types, sizes and price points creates the opportunity for our workforce to explore their options.
Our Story
Cook County and the HRA commissioned a housing study. One of the largest and most pressing needs identified was to create rental housing in a price range that would be affordable based on typical area wages. This would allow employers to attract people to take jobs in the County, knowing that they could find housing that was acceptable to them. Various terms are used to describe this as “workforce housing”, “affordable housing”, “income qualified” and/or “income restricted housing”.
Our Founders and Investors
From this platform, a small group of concerned local citizens formed a real estate investment fund with the purpose of building multi-family rental housing that would help address the needs of this target market segment. That group grew to 50 investors who contributed nearly $3,000,000 to launch the first phase of this project – The Heights, Bluffs. These investors all have strong ties to Cook County. They are your friends and neighbors. They live here full-time or part-time, have lived here in the past and frequent the area regularly. They all appreciate the difficulties that the area faces with lack of housing in
general, and more affordable housing for the local workforce in particular.

Dynamic Homes
Dynamic Homes is proud to be part of The Heights, Bluffs project. Dynamic Homes brings 53+ years of modular home-building experience. They specialize in constructing high-quality homes and buildings, in their factory, which spans over 110,000 square feet of indoor climate-controlled production space. Unlike manufactured homes, Dynamic buildings are never exposed to the elements during construction.
After construction, they are transported to the site where they’re placed onto a permanent foundation using a crane. It’s like a traditional site-built building, only better!
Building in a climate-controlled environment protects materials, eliminates delays, provides for a higher quality finished product and results in a faster build time.
